Fixed TPS Drops/CPU Usage

For some reason, the 2 newest dev builds (18&19) are causing serious lag spikes on my server.
Ive tried going back on build 17, and it works perfect, but as soon as 18 or 19 is loaded, the server TPS drops to under 15, With severe bending lag and sometimes freezes.
