Just a idea but when fire hits water mabt the smoke particles can appear so it's like the water is avaporating and making steam. Or fire bender can shoot water to make a cover. Just a silly idea.

Steam is more of a waterbending function.. Like Katara would make steam so they could sail their ship away.. And Korra used it in the early episodes of LoK to go against Amon.

True, but steam particles colliding with water and fire would be cool
Not sure how hard it is to code any type of collision, though.
