Soar - Flight if it wasn't a multi-ability

Description
Flight as it is in Core PK is a multi-ability, as we all know. But there was a time when it was not. Soar is my take on what it could've become if it was never made into a multi-ability.

Functionality
There are 2 primary ways to use this ability; Soaring and Hovering.

To start hovering, simply press left-click. If you're on the ground, you'll even get a small boost into the air.
