Fixed Rechoose bending permission not working.

I have looked at the wiki, here, and other places for the correct bending rechoose permission. None of them work.
I give the players bending.rechoose bending.command.rechoose and bending.admin.rechoose and they still cannot rechoose their bending.

They need to have both bending.command.choose and bending.command.rechoose
