We know that when it's a full moon, waterbenders are significantly stronger and can overpower hordes easily. During a solar eclipse, the moon is considered a new moon. I think it would be a neat idea to make waterbending progressively stronger/weaker as the moon changes it's phases. It would be its weakest during a new moon/solar eclipse and would be its strongest during a full moon.

During the day would be normal but with the progressive moon changes, the power buff a waterbender gets would fluctuate with the moon. A new moon wouldn't cause that much of a power up unlike when the moon is half full.

Waterbending is greatly strengthened and enhanced during the night, due to its lunar affinity. During a full moon in particular, waterbending is greatly enhanced, to the point where a single waterbender can overpower multiple opponents with relative ease.[2] Bloodbending was largely thought to be possible only under a full moon. As an additional note, waterbending abilities are not enhanced during a solar eclipse. During a solar eclipse, the moon is directly in front of the sun. While the moon blocks the sunlight, all of the light from the sun shines on the far side of the moon. The side of the moon is completely dark, meaning that the moon's phase is in the new moon phase. During a solar eclipse, the moon is always in the new moon stage. Since a full moon strengthens and amplifies a waterbender's waterbending abilities to numerous levels, a solar eclipse does not enhance a waterbender's abilities.[61]

It was never significant enough on the show or anything to make it rationalize adding a multiplier for each phase of the moon. Denied ~
