Pk 1.13 abilities dont work

You're using an outdated spigot version, most likely.
And even if you are on 1.13.2, that isn't necessarily the latest. ProjectKorra requires a build of 1.13.2 that came out after the initial 1.13.2 release because of bugs within Spigots code. So try update your Spigot (or switch to tbratest version of paper)
