Move Permissions

I feel like this isn't really a permission problem and more something with the plugin that can't really be changed, but is it possible to allow someone to use a move from an element which they aren't apart of. Like if I were a chi blocker and wanted to use just watermanipulation would that be possible?

You would have to give them access to that element but deny permissions to everything except what you want them to have.
