LavaSurge Cooldown

Pretty self explanatory, I think LavaSurge should have a configurable cooldown. Currently it is extremely spammable, which can cause a LOT of lag. Should be something like 3 seconds for default?

I agree, lot's of servers had to adjust lava surge because of this, aka less blocks or increasing charge time almost making the move useless
