Fixed IceSpike damage

The configuration for icespike it's damage does not affect it's blast, Could this be changed please?

Range doesn't effect the blast either.. ;(

There's a lot of config that either doesn't work or doesn't even exist
I think config should be worked on in future updates. However, I'm not sure how difficult it would be to include new config for old moves, or how hard it would be to fix the broken ones.
