I know. This might sound like a nub. But how do I make it so they can only switch elements like ever 3 weeks or so.

erm, you could like, make a plugin that detects when the player selects an ability, then sticks the player in a database or something with the date, then when the player does it, check if the date is the same as that stored in the database, one then if the date is more than 3 weeks ahead allow them to run the command
