Help with Passives

How do I make it so I can make a World Guard area or a area not have bending passives or moves. Because you can use, for example, airglide even though it is claimed and you cant build. How do I disable bending in a area? And thank you for your help so far <3

And never mind it does work, but it messed up bending in general with damage and bending. So X_X RIP
