Fixed Fire-tick disables bending

When a bender with chi and fire attacks another player and the bender uses for example fireblast, the fire-tick disables the opponents bending.

Its with all damaging moves. The only thing it doesn't effect is watermanip. Im surprised you found out just nkw....
