Bug Report Combos active in DisabledWorld

Idk if this has been reported before, i had a look and didnt see anything but, well. the title explains it all.
Combos can be used in worlds that have bending disabled via the config.

Version: Erm, all the versions with combos so far i believe.
Spigot 1.8.something
Whats meant to happen: Combos arent meant to work.

I think everyones scared to even touch combos, It's probably alot of work.
