Cannot Use fourth metal clip

Hello. I have been using ProjectKorra 1.6.0 Beta 11 and cannot seem to figure out how to use the Fourth Metalclip. I am OP on the server i am using it on, and have even tried adding the "bending.ability.metalclips.4clips" perm but to no prevail. May i please have some help?
