I don't understand what you're asking. Are you wanting the permission for the airbending passive?

no I mean if in trying to add a Custom Ability and
it says the permission how to I add it after I put the Ability in the Ability Folder

For a custom ability, you must have the bending.ability.<abilityname> permission. Replace <abilityname> with the ability name
