This thread is going to be denied. I have some reasons to share with you:

• Katara was changing the water to Ice whenever she was "walking" on it
• Phasechange is the move she used to achieve those small patches of ice under her feet
• We have Phasechange, which already lets you "walk on water" as you freeze the surface below you
