Fixed Time glitch

Every day, at around 12,600 ticks in game, the "Empowering of firebending and waterbending" spam and clog the chat. I believe that the "empowering" message is only supposed to appear once when it occurs.

Hmm. Mist said he fixed this bug earlyier.... you sure that your using Dev V9?

If this happens consistently every single day cycle, it's actually a step backward. Previously it would only happen maybe once every real world day.
