I dove right into the Solar Eclipse to see if I really became powerless during it and what I found out is that abilities like FireBlast and Fireburst still worked when charged. I saw another user reporting the same thing with waterbenders. I suggest making fire and water toggled abilities that get deactivated when their respective eclipse occurs. This way it ensures that bending can't be used.
