Fixed Avatarstate Speed

In Project Korra v1.2.0 regardless of what the config sets the avatar state speed to, it remains at speed 1 when being used in game.

At first I thought I was getting speed 2, but then I realized that was the air bending passive and as soon as that ran out, I got speed 1.

Yea. The config always reverts it back to 1.
