In the past, with orion's plugin, you could use /b t @a in a command block, and everyone's bending would be toggled on or off.
I think we should have a /b t all command, which would toggle the bending of all players. This could be helpful if a server is lagging and needs time for the TPS to catch up, or if you are holding a pvp tournament and don't want them bending. With /b t all the players couldn't use /b t to turn it back on.
