Bending working for OPs but not players

Hello, we have had project korra on our server for quite some time, however we recently downgraded to 1.9.4 from 1.11.2.

Ever since we downgraded players can;t bend but ops can.

I have checked that they have permission and this doesnt seem to be the issue.

We are using the latest version of Project Korra. Spigot 1.9.4 and our permission manager is groupmanager.

Please let me know if you need any additional info to help sort this out.

Have you checked that your players are not in a bending blocked region?

Nevermind, your permissions are incorrect. bending.fire doesn't do anything I think, I believe its bending.[element].* to give them access to all moves in an element, and you can nullify the ones you don't want them to have if you don't want them to have a move.

Ignore what Arch said, bending.fire is a permission node By default users will have access to certain permissions, such as binding abilities, choosing an element, etc.

Yes, I am sure players are not in a protected region. It appears that bending only is working some of the time on our server, Which is extremely weird.
After some restarts it will work fully, the rest of the restarts it will work only partially.
