I think it would look cool, but that is just increasing a waterbender's dependency on being near water (which isn't always the case). I would prefer if you get water from a pool, it would increase in size or maybe in effectiveness.

Because It can not protect you effectively. It's really small and cramped. If someone jumps in with you, then you are dead. You can't unfreeze it. You can not move it after its formed. It almost purely offensive.
