:p Yes it does work, the error seems to be from your side. You'll need to provide me with a bit of information so I have a better understanding of whats going on and try to help fix it. Ill need the name and version of the server jar your using (spigot or bukkit and whatnot) your servers...

This move will only work if you are standing in direct contact with rain or snow, standing underground or inside won't allow you to use it. Its real rainbending :p
