As far as I'm aware he was banned for sharing the 1.9.0 changelog proposals document. He is the one who told me that he was banned so I imagine he is still banned.

I believe that when you click edit there should be a "More Options..." button somewhere in the bottom right hand corner of the popup, then when you're there it should allow you to edit the title.
