I don't think you got the joke. 172.0.0.1 is the same as 'localhost', so it's hosted on my laptop. You can't join it unless you're on the same wifi network as me.

It does have that option. Please take the time to read the overview page to get to know all the features. And I don't know on which servers this is installed if any other than my own.
