Also Just because IceBullet can shoot ice doesn't make it better. IceSpike is like WaterManip. except it slows people down. It's still not that different of a move. There is no reason why we should even consider WaterDome to be IceBullet.

No. This isn't how smoke works. Smoke doesn't just "sit" there. It forms, spreads and dissipates.

You can melt ice to get water. Ice is water but water isn't ice because no one says "Water is the liquid form of ice." But you can say "Ice is the solid form of water."

This thing has been suggested too many times. Its never been added and I doubt that this will too. Shielding is surge. Building is for water buckets. Much more effective. And if this is for RPG, suggest it in RPG.
