I did, but only the core, right? Just in the Server map in the directory "plugins"?

Drag the core into the plugins folder of your server. Reload the server. It should create a ProjectKorra folder, and that means it should of worked. To test, type "/plugins" in the console/ in game. ProjectKorra should be there in green. (if you are using CraftBukkit/Spigot)

I already installed plugins, but I think I have an old version of craftbukkit... In my server I have to play on Minecraft 1.6.4 which version do you use? Btw thank for the quick replies

I used the beta build of CraftBukkit. I can be found at this link -> https://dl.bukkit.org/downloads/craftbukkit/
Click the beta build and download it. Install in like you normally would.

I tried it, but it didn't work, I'm using Craftbukkit 1.7.9 Beta and the Core of ProjectKorra. It keeps telling me that he couldn't find the Korra.jar file...

Paste your console output that has anything to do with ProjectKorra in an official bug report. We will also need your craftbukkit and ProjectKorra version.

My server lag when I use some powers of air , what do I do ?

You change the air particles you are using to something else via the config. It you change it to something other than the smoke, it should be less laggier.

Towards the top of the config, there is a small air section, one of the options is particles. By default it is "smoke" but it can be changed to:
-smoke
-spell
-blacksmoke
