I think a combo would be the best execution of this idea if any. I don’t think a passive is the way to go. If someone breaks the spout you could just get back on it and continue zooming around. Since you’d have to be on WaterSpout to do this, it’s be effortless and breaking the spout would be pointless.

If this is a combo, it might actually take strategy to use and have a cooldown.

Doesn't matter whether it's implemented as a combo, or as a passive. Just as long as it is.

Not unless it got put on cooldown immediately, which then they would have to rely heavily on swiftswim or selfsurge.
